Sam currently leads the team designing the policy for the expansion of the UK Emissions Trading Scheme (ETS) to cover emissions from new sectors, starting with energy from waste, waste incineration, and domestic maritime. He’s also a policy fellow at the Cambridge Centre for Science and Policy. Previously he led the policy for aligning the UK ETS cap, which limits total emissions, to the UK’s net zero commitments and climate targets, and before this led on the policy for giving free emissions allowances for when the UK set up our own scheme to replace participation in the EU ETS. He’s also had roles in energy policy and energy system strategy, and in environmental legislation. His background is in climate science and paleoclimate reconstruction.
